Installing into c:\Program Files (x86)\PLSQL Developer doesn't work

Installing into c:\Program Files (x86)\PLSQL Developer doesn't work.

The installation procedure complains about the ( and )

I'm installing version 7.0.0 on a machine running Windows 2003 Server R2 - Standard x64

That's right. Oracle Net does not like Parentheses in the working directory. You need to reinstall in a directory without parentheses.
