Installation problem

I can not log on to Oracle Due to message: Could not load c:\oracle\ora81\bin
OCIDLL forced to C:\oracle\ora81\bin
Load libary (C:....) returned 0

Whats wrong?

Versions: Ora 8.1.7.0.0
PL SQL : 5.1.4.730 01.7989

This seems like an Oracle Net problem. Can you go to Help > About, press the 'Info' button, press the 'Copy all pages' button on this info screen, and paste this text into an e-mail?
