Inspect time portion of date variables

Hi,

How do I view time portion of date variables?
I've set NLS Preferences but nothing happened.
(PLSQL Developer 8.0.4.1514 / Windows 7 64Bits / Oracle 10.2g)

select to_char(sysdate,'DD.MM.YYYY HH24:MI:SS') from dual;

In general, if a date contains a time fraction it will be displayed. If the time fraction is 00:00.00 it will not be displayed.
