insert nonASCII characters

I try to insert string with nonASCII symbols ( Republic of Kazakhstan)
the select command displays question symbols instead of unknown symbols.
in what the problem can be?
I use developer 10.0.5
oracle 10

the problem was in nls_lang.
should be closed
