I just got a new computer and installed PL/SQL Developer. I installed an Oracle client and I keep getting this error when I go to log in to PL/SQL Developer:
Initialization Error
SQL*Net not properly installed
Oracle HomeKey:
Oracle HomeDir:
In searching online it looks like if I go to Tools > Preferences > options set manually "Oracle Home" to the folder of ORACLE_HOME and "OCI Library" to the oci.dll file located in ORACLE_HOME/bin/oci.dll. So I did that and then I get this error:

Could not load "C:\app\US12779\product\11.2.0\client_1\BIN\oci.dll"
OCIDLL forced to: C:\app\US12779\product\11.2.0\client_1\BINoci.dll
LoadLibrary(C:\app\US12779\product\11.2.0\client_1\BIN) returned 0
I am running a 64 bit machine running Windows 7 but I installed a 32 bit version of Oracle.
