HTML Manual problems with building

I have downloaded one html book from otn.oracle.com.
Whan I choose in HTML Manual directory where i've extracted html files of this book and press "Build" -- the resul is:

c:\oracle\doc\ora112\e23788-04\toc.htm
0 books found
Saving books ...
..
..
No books found, select direectory with the HTML documents

I wonder: why "0 books found" -- it found toc.htm .. but didn't parsed it =( When I open toc.htm in any browser -- it opens ok and I can explore from topic to topic.

I'm not sure why it is not indexing one specific book. Maybe something is missing or the format is different.

Can you download the complete 11.2 documentation archive, extract it on your PC, and try that?

yes, this book from complete documebtation parsed ok.
It takes me a time because I have a limition on internet traffic in our oraganization and so on a first time I want to load only this one book -- I opened this book online, pressed link "epub" and then extracted html files from it -- and PLD didn't parsed them. Now I have downloaded complete doc archive, brought it to our office and this time as I wrote it plugged to HTML Manual.

Could You please patch 8.0.4 for this toc format differences support or may be just note what exactly differences there are matter to allow me to fix it in toc files to work with 11g docs (downloaded fromhttp://www.oracle.com/technetwork/database/enterprise-edition/documentation/index.html) under PL/SL Developer 8.0.4 ?

There are most of toc are parsed, except at least error codes documentation (
