How does VCS recognize MS TFS?

I am setting up to do a project and I can see the Team Foundation Server (TFS) from MS Visual Studio Team System 2008's Team Explorer, but when I click on the VCS menu item in PLSD v9 the only option that is active is Preferences and it doesn't have any entries in the Available Version Control Systems list.

What do I have to do to get VCS to see TFS?

Have you installed the MSSCCI provider for TFS? It provides the SCC Interface to TFS as required by the VCS Plug-In.

No, I didn't see any mention of it in the pdf that came with the plug-in
