That's odd - right now, I don't even get a scroll bar in the lower list, even when I make an existing column bigger (on the Cursors tab). (I do seem to recall also having a scroll bar there that didn't seem to do anything; maybe that was with the pre-7.1.4 version.)

Rajendra - what version of PSD are you using?

ok -- Right now, I am getting a scroll bar (on the Cursors tab), and it does nothing.

It does not work with me too, but if I pressed on left or right arrow of the bar it works. I guess it is a programing issue where there is a property for the bar to scroll smoothly or by pressing arrows.
