Getting 'Initialization error ,cannot load oci.dll ' while connecting to DB using PL SQL developer

Getting 'Initialization error ,cannot load oci.dll ' while connecting to DB using PL SQL developer .set ORACLE_HOME ,ORACLE_HOME/bin path and TNS_ADMIN path in the environmnet variables.
Even in Tool->preference, changed the oracle home and OCI library as per my oracle set up. Then also same error comming .Please help
