Getting different encoding while using Command-line to create html files

Hi
I'm using Command-line to create a lot of html files. Normally the html files created with "UTF-8 without BOM" encoding, but the latest report creates the html file with "Windows ANSI" encoding.
I have not changed anything, I thought it was because of installation of the latest Query Reporter version, but as I have opened one of the old reports in the new version and saved it again, I'm convinced that it's not because of the new version.
Could anyone help please?

The encoding will be Unicode if the data returned from the database is Unicode. Otherwise the encoding will be Windows ANSI.
