In the process of saving my file to a remote location, my internet connection was dropped (I was wireless). My file was saved as a blank file, i.e. all of my script was lost.

Is there a way to pull up a backup of a specific file? It looks like there is a .~sql file that is in the folder, but I can't seem to open it.

It depends on the Backup and Recovery options (Tools > Preferences > Files / Backup). The .~sql file will contain the previous version of a file, before it was saved.
