Feature Request: Window List

In version 7.1, is there a way to have the Window List always visible? It's necessary to click Tools > Window List each time I run PL/SQL Developer. In prior versions, this feature could be turned on permanently.

I've docked my Windows List and my Templates list under the browser section and then used Windows > Save Layout to set it permanently.
