F1 Help no longer works

I'm running 10.0.2 on W7-64 and I'm no longer able to get Help when I highlight a command and press the F1 key. This used to work just fine in version 9.
I've rebuild the HTML Manuals book list and that did not help.

Does it work if you select "Oracle HTML Manuals" from the "Help" menu? If so, can you go to Tools > Preferences > Key Configuration and check if F1 is assigned to the Help / Oracle HTML Manuals function?
