Would be nice if SQL window had a split canvas feature.Similar to the TextPad or to the Object Navigator in the Forms IDE.

Do you mean a splitter within the SQL and PL/SQL editors so that can look at 2 different sections of the same source?

in other program like Word this is a standard feature, i'm wondering that this isn't in PL/SQL Dev.

i'm remembering on an old post with the same topic, but don't know the result (enhancement list or not?)

It's still on the list of enhancement requests, but it's not really a trivial change.
