EAccessViolation on OraClient12.Dll

Hello.

Latest developer 11.0.2.1766 is crashing on :

Access violation at address 607EBDD1 in module 'OraClient12.Dll'. Read of address 00000008.

My Oracle Client is 12.1.0.2.0 x86.

Database is 11.2.0.4.

Session mode: Single

Any suggestions?

Can you also let me know if there is a plsqldev.elf file created for this error? It will be created in the %APPDATA%\PLSQL Developer directory (e.g. C:\Users\\AppData\Roaming\PLSQL Developer).
