Dose the PL/SQL developer support the lexical parameter ? if if can , could told me how to do this ? tks!

You mean substitution variables? These are supported in the SQL Window and Report Window (see chapter 6.5 in the User's Guide for a description of the syntax), and in the Command Window (SQL*Plus style).
