Disturbing widow bar when changed from 12 to 13

I've got problem.
After installation of version 13 I've got additional window bar.

Here is the nice view in 12

And here is in 13.

I marked disturbing bar with red arrow.

I've tried to change many options, but none of them impacted on this bar.

In 13 only in full screen mode I've got what I'm looking for - more compact view. But I don't want to work in this kind of mode.

I've got a friend witch don't have this problem in 13, but he earlier don't had 12.
oI think I've got to change something, but maybe even in registry.

Please help.

I've got some tips.

When I in apperance menu pressed Switch to Menu, then Switch to Ribbon, it is ok.
It's working only in this sequence of actions. Pressing only Switch to Ribbon don't change the view.
But the problem is that this setting isn't save. So when I restart Pl/sql Developer I got kind of Menu view again

Windows 10 Enterprise, with new updates, because of restrictions of company policy.

Update,

sometimes pressing Switch to Ribbon it's enough
sometimes i need sequence of Switch to Menu, then Switch to Ribbon

but always after restarting this settings doesn't stay.

I cannot reproduce this. The layout is exactly the same for version 12 and version 13 in Windows 10. Have you set any Windows display theme options that might affect this?

I dont have any themes.

I have version 12 and 13. In 12 it's ok, in 13 no. I reinstalled 13 and In the the problem in 13 still exists. I see that version 13 inherited the profile from 12, but top bar looking difrently. It looks for me that in init phase application from same reason change the view or there is the problem in save this particular preference.

Can you say me where it is saved information about Ribbon or Menu View? Is it the option to check it after the application is closed?

My colleague have exactly the same problem. We work in same company.

Update:
I make another test I reinstalled app, create new profile basing on the default settings.
1) Switch to the Menu view, view looks like in old progrmas after restart nothing changed -good.
2) Switch to the Ribbon view -> after it top bar looks nice like in 12 (connection on the top), when I restarted app the top bar like in Menu View, but it also have bar with tabs like in Ribbon View. So it is like kind of mix view.
