different csv export formats for version 6.04.906 and 7.1.5.1398

We have running two instances of developer, as mentioned in the subject. When we export queryresults in 6.04 in csv format we get results comma-separated. when we export results in 7.1.5 in csv-format we get results semicolon(-separated.

HOw is this possible and how can we get 7.1.5 to export csv comma-separated?

Version 7.1.5 uses the List Separator of the "Region and Language" settings in the Windows Control Panel.
