"Define Connections" doesn't show its screen

When clicking in Connections tab on the "show connections" icon it fails to show its screen. It looks like its screen doesn't make it to the foreground. Only when you click in taskbar on the PL/SQL Developer symbol it eventually shows the correct screen.

I'm using the slow-response-fix-version 11.0.2.1768

What exactly do you mean by Connections tab on the "show connections" icon?
