debuging packages hang

It is possible to add debug information for packages in browser window while runing debug session in program window. This results in a hanging PLSD.

This will indeed cause a deadlock. If the "Allow compilation while running" preference is disabled, this cannot happen though (Tools > Preferences > Program Window tab page).
