When a database is not available, i.e. shutdown for maintenance, I still like to be able to rather quickly open a PSD project and work on it. However if this project has a lot of window connections stored, which all connect to this database, you have to wait very long time before you get a chance to work on your problem. If one window connection fails with "ORA-12541 TNS - No Listener", what are the chances that any of the other PSD windows will succeed in connecting? It should be sufficient to just try connecting with each DB once and give up then, in case you get such an error. This saves the user frustrading waits and having to click away all those same errors.
