DBMS job editor, keyboard shortcut keys for buttons Refresh and Help do not work

In the DBMS job editor , the keyboard shortcut keys for the buttons Refresh (Alt-R) and Help (Alt-H) do not work.
They open the main Reports and Help menus, respectively.
