Our company already has a Direct Oracle Access license for Delphi 5. Do we need to purchase a new licencse for Delphi 7.

BTW. DOA is a very nice set of components.

A Direct Oracle Access license is restricted to a developer. It is not restricted to a Delphi or C++Builder version. You can simply download the Delphi 7 package from the registered download section on our web site.
