Ctrl-C/Ctrl-V shortcuts don't work with non-english keyboard layout

This might be a rare occasion, but here it is

MacOS -> Citrix Workspace -> Windows 10 VM

If Windows keyboard layout switched to a language different from US/English, e.g. Russian, copy/paste via Ctrl-C/Ctrl-V stops working in PL/SQL Developer.

It still works in other apps though.
