Could not locate OCI dll

Windows 7 x64, Query Reporter 3.2.1.303, Oracle Instant Client 11.2
Installation directory C:\Oracle\Query Reporter
I get "Could not locate OCI dll when I try to connect. OracleHomeDir is shown as C:\Oracle\instantclient_11_2 (correct).
OCI.dll is in the OracleHomeDir.

Any ideas? I really need this program.

Is C:\Oracle\instantclient_11_2 included in the PATH environment variable? Is is a 32 Bit client version?

Yes , it's the first one listed in Path, and instantclient is the 32 bit version

Can you start Query Reporter without connecting, press the (I)nfo button and send me a screenshot of the Info screen by e-mail?

Sorry to take so long to get back to you.
I logon remotely (Logmein) and can't seem to get the screenshot to work right. This is what it shows:
Query Reporter
Oracle HTML Reporting Utility
Freeware, version 3.2.1.303

OCI:Not initialized DLL

If I try using regsvr32 I get:
The module "oci.dll" was loaded but the entry-point DLLRegisterServer was not found.
Make sure that "oci.dll" is a valid DLL or OCX and then try again

This is Windows 7 Pro x64 and the program is installed in C:\Query Reporter and instantclient is C:\Oracle\instantclient_11_2\.

Can you install the trial version of PL/SQL Developer and try to connect on this PC?

I installed the trial version of PL/SQL but I get the same error.

Okay. Can you start PL/SQL Developer without connecting, go to Help > Support Info, press the 'Copy all pages' button on this info screen, and paste this text into an e-mail reply?
