Connect To Oracle XE

I am on a PC that has PL/SQL dev. I currently logon to a network oracle server using the 9i client. I installed a local copy of Oracle XE.
I would like PL/SQL Dev to access both.
Questions:

1. Will PL/SQL Dev connect to it?
2. What is the process to do this?
3. Can I set this up to connect to either one?

I concatenated the tnsnames.ora files and have them in both locations. It does not connect.

Never mind...I got it to work. Did not know about the options to change the connection type.
