Compare Table Data permissions

Is there a certain permission required to use Tools --> Compare Table Data other than select on both tables? These tables are in different databases. I have a developer that can query each table directly in each database but when using the compare utility the "Compare" button is grayed out.
This is in Version 10.

The Compare button will be disabled if:

• There are no tables in the selection list, or
• The target session is not connected, or
• None of the "Actions" options are selected on the "Options" page
