Hello,
is anybody using this plugin? There is extremelly usefull function "toggle comment" which is missing in plsql developer unfortunately.

This function cease working (in version 13), probably because in info there is end of trial version. There is no link, no web page, how can I register this plugin to obtain "name" and "code"? (there is button register) If I register, will toggle comment starting to work again?

If you register, the functionality will be enabled again. Or maybe, when I release a new version, I will extend the trial time again. But this may not be something you want to rely on ;-)

It's solved. After emailing with Patrick and registration the plugin is working again Thanks.

I have installed the plugin but not sure how to use it. No new buttons, no new menus etc..

You should see icons on the plugins toolbar. Also, you should see them in the key configuration list in the preferences.
If this doesn't work, send me screenshots of your situation.
