Can't login to Oracle when Oracle Home is set to the 10G client

I have the Oracle Home set to the 10G client. The tnsnames.ora file has the correct connecton information.

If I change the Oracle Home to 9i I can connect. I changed the default Oracle Home to 10g on the preferences menu. Saved the new configuration, closed plsql dev, reopened it and stil can't logon.

I may be doing something wrong but I can't figure it out.
