Can't Login for SQL Developer in Win 32 bit OS

Hi Sir,
I am formating my win 7 64 bit OS for my laptop & installing the 32 bit win 7 OS
the install the Oracle client (10.2.0) for below path
C:\oracle\product\10.2.0\client_1
then
set for environment variable for
ORACLE_HOME=C:\oracle\product\10.2.0\client_1
LD_LIBRARY PATH=C:\oracle\product\10.2.0\client_1\LIB

TNS path:= C:\oracle\product\10.2.0\client_1\NETWORK\ADMIN

then install the PL/SQL Developer 9.0.6 version
then restart the laptop after restarting
login the developer
using the schema name, password , database name
then login
but showing the blank massage box show then press the OK button
then showing the login failed

so please suggest the any missing path for me
please provide solution......

On Windows 7 you will need to install a 32 Bit Oracle11g or 12c Client. The 10g client is not compatible with Windows 7 and can lead to this blank error message.

Oracle Client 11g install step please provide the how to set up the TNS entries for NETWORK/Admin and which Environment variable is set.
