Cannot see Packages of different user although have access

I cannot see the packages (specification and bodies ) ,although I have been granted for it . In Oracle SQL Developer I can see them but in PL/SQL Developer cannot.

Do you have any idea ?

Try toggling the "Use DBA Views if available" preference found under the Oracle options.
