cannot display other languages, please help...

Chinese characters display incorrectly in Pl-sql.

Operating System: WinXP Pro (English version)
PL-Sql Developer version: 5.0.3.518
Oracle 11i version: 11.5.9

1. I have installed all language packs in "regional and languages options" in Control panel;
2. I have set all options as "United State-English" in "regional and languages options" .
3. The issue does not occur on other computers which installed WinXP (Chinese version).
4. All chinese characters exported from Pl-sql display incorrectly.
5. I am able to input Chinese in Pl-sql.
Is it a known issue of Pl-Sql?

Any solutions or suggestions will be greatly appreciated. Thank you all in advance!!

What happens if you go to the Control Panel, select Language Options, and select Chinese?
