The option on the second tab: Overwrite duplicates actually does not overwrite it.
Steps to reproduce:
1) Create a table with a single column of varchar2
2) create a CSV file with 1 or more rows of text
3) Open the text importer and import the file in the table - ONCE
4) Select table
5) with the text importer still open, select the Overwrite duplicates option and hit Import button several times
6) Select table again - observe how rows are actually duplicated
