I see you have reported this fixed in 10 beta 5, but...
I am with 10.0.1.1694, Windows 7 32 bit.
Steps to reproduce:

Note: I am not doing this just for fun. I actually have more than 200 shortcuts of PLD, each set to login to a different instance/environment/schema. I work on two monitors and frequently open several PLD apps.

Steps to reproduce:
- double-click on a shortcut to open PLD
- Immediately (I did within 2-3 seconds) double-click it again.
What is worse is that after I close the dialog PLD opens and everything looks quite ugly. And after I close it is saved like that. So I have to reconfigure next timeUnexpected error.

Cannot open file "\\...\Application Data.v2\PLSQL Developer\docking.ini". The process cannot access the file because it is being used by another process
