Blank toolbar

I have PL/SQL Developer Version 7.1.5.1398.
My toolbar went blank after changing the startup command (plsqldev.exe) parameters. I changed it from nologin to userid=user/password@database.
I have tried reset the toolbar to classic or default with no changes.
Does anyone have any idea what has gone wrong?

Can you verify if the "Toolbar" menu item in the "Tools" menu is checked? If it is not checked, select the menu item to display the toolbar.

The "Toolbar" menu item in the "Tools" menu is checked.
My OS is Windows 7 Enterprise SP1.
It did log in as the user I set up, so that part worked.
I changed it back to "nologin" but it did not fix the toolbar problem.

I reinstalled PL/SQL Developer and that fixed the problem.
