I just recently upgraded to version 9 from version 8 hoping this problem would be fixed. I don't believe I experienced this problem with version 7. I'm running on Windows Vista 64 bit. The problem seems to happen when I have more than one instance of PLSQL Developer open, but I almost always do, so I'm not positive about that.
Over the course of 24 hours, sometimes an instance will produce none of these errors, sometimes it will produce 10 of them. They build up and I need to click ok on each one to get back to the PLSQL Developer window.
The text of the error is: Cannot create file "C:\users\xxxxxx~1\AppData\Local\Temp\PLS-Recovery\nnnnn.nnn": Access is denied. Where xxxxxx is my username and nnnnn.nnn is whatever number PLSQL Developer picked for that recovery file.
Here's a screenshot of 9 errors that were stacked up (there were 6 more behind one of the 3 visible dialogs):

I have confirmed this stops happening if I turn the recovery option off. I had it off for awhile, but just got burned by not having a recovery file available, so I've turned it back on, but I'm once again getting these errors.
Any help would be appreciated.
