13 beta 10: The tool is opened on background, connection window does not appear

Conditions:
- Windows 10 64-bit, 2 monitors
- Some other programs are opened on both monitors
- PL/SQL Developer 13 beta 10 (also noticed in previous betas 8,9).
- PL/SQL Developer icon is pinned to the taskbar.
- Click on the icon to run and meanwhile continue to work with the other programs.

Effect:
PL/SQL opened somewhere on background (nothing but process existence in "Task manager" indicates this), a pinned icon on the taskbar does not show, that program already run. So, by clicking on the icon again, another instance of PL/SQL developer will appear. PL/SQL Developer connection dialog appears only when I minimize another programs. After selecting a connection of entering credentials PL/SQL Developer icon in the taskbar is active as it should be.

If you click on the pinned icon and wait for PL/SQL Developer connection window to appear (without clicking to focus on another program window), then after several seconds you'll get the connection dialog as it should be.

It looks like the problem is, when popping up the connection dialog, the icon on the taskbar remains inactive. That's why if it looses focus, you cannot access the connection dialog again.
