For the record - this issue was fixed by implementing the fix suggested by Allround. The problem turned out to be a dropped PATH reference to C:\ORACLE\ORA92\BIN. We don't know how it was removed, but adding it back in the "My Computer" Environmental Variables fixed this problem.

Hi,
I am getting a rather strange error after I attempt to connect to any Oracle DB. (I can connect fine with SQL*Plus).
The error appears as a very small window with no text inside and only an "OKAY" button to click on.
I am running on a Win2K box w/Oracle 9.2.
I've gotten a similar error under Windows XP when the user is not a member of the Administrator group.
If that's not an option, the fix is to enable Everyone read/execute permissions on the Oracle directory and propagate down to all subfolders and objects.
