We just got the same problem with TNS-resolving (ORA-12154)running PL/SQL Developer 6.0.5.931 and 5.1.0.654 versions on Windows XP 64-bit (AMD x86-64). This problem exists only under Windows XP 64-bit SP1. and does not depends on preferences->options. We've tested JDeveloper 10.1.2 via JDBC...
