We got our version 16 license yesterday. I notice that if I select a group of rows from the top to bottom, it works. If I start at the bottom line and select to the top, it misses the last line no matter where on the last line I start selecting.

It was that way for me also. After I maximized a window and selected "View/Save Layout", it is opening them maximized again.

"Best" is kind of a personal preference. My opinion is that PL/SQL Developer is the best. It has a lot of the right features, is easy to use, and the cost is reasonable. You have other options. The ones I know about worth considering are: Oracle SQL Developer is free and works on Mac, windows...
