There is no area to supply anything yet, i'm at the splash screen...

new Oracle and PL/SQL Dev user. I downloaded the trial and when run, it just hangs a the "Logging In" phase...I never get anywhere. I tried downloading the Oracle Instaclient and installing, but still nothing? Any help? Thanks
