This seems to be a bug. Logged in as SYS or SYSTEM. Select a user and then look at the object privileges assigned to the user. Unless you're the owner of the objects, even system and sys will see nothing. The DBA_TAB_PRIVS view will list all the privs correctly though. v7.1.3.1381 running on...
