At least 3 years passed since this bug is known? Quoted strings are used just anywhere in anything bigger than HelloWorld in PL/SQL. This is realy a shame.

You show DB charset info. Can't imagine DB settings can affect editor appearence. BTW, my OS default codepage cp-1251. But I tried manually setting UTF-8 for files - no changes.
