Since I posted the message, I did a Windows 10 fresh install, because I upgraded my SSD to a larger size. Still have issues of going between windows it gets stuck in between for a few seconds, before I get a titlebar again so I can grab and finished the move.

Another issue that is related, depending on which monitor (4K@150% scaling or 1920x1080@100%) all the context menus and code complete popups gets their spacing and font size screwed up.
