I have upgrade from DOA3.3.0 to 3.4.6 on
CBuilder 5

Package name change from DOA to DOA34C5 in CBuilder 5 is still get reference to
DOA.BPI old when I try to compile.

I have update my project settings to reference the new DOA34C5.BPI, but whenever
I compile I get the above error. The dialog
comes up like 4 times after u select can
the the project compile correctly.
The problem is that nightly get stucked.

Perhaps you can verify if there are any references to doa.bpi in your project's .bpr file? If so, remove these references.

There is not DOA.BPI in project file,
but DOA34C5.BPI as per my "Runtime Packages"
in my project options

May Builder stores default runtime packages somewhere else, I even checked if there is anything in the registry but no luck.

Have you opened the .bpr file in a text editor to verify this?
