ORA-01019 Error

Our application uses BDE and - since this release - DOA in some parts.
The login of the BDE works without problems, but the login of DOA produces an error "ora-01019".
On my PC (where the application was developed) I don't have any problems, only on PC of users.
Any idea?

This message can be very misleading. If you are not accessing a previous
release of Oracle (i.e., 7.3 to 7.2, 7.1, 7.0) from a higher release and there
are no apparent memory or swap problems, the ORACLE_HOME and/or ORACLE_SID may
not be set correctly.
