Isn't there a 64 bit version of PL/SQL developer ?

My colleague has a 64bit Oracle DB running in his laptop (Windows 7). He downloaded a PL/SQL Developer trial version (latest one : 9.0.6) and installed without any issues.

PL/SQL developer has recognised the ORACLE_HOME installation. But when he tries to invoke PL/SQL Developer he is getting an error asking for 32 bit version oci.dll

Does he have to install a 32-bit Oracle Client to fix this ?

Are the developers of PL/SQL developer planning to release a version which doesn't an Oracle Client installation ?
